UBER at Terminal 3 is across the terminal to the parking structure, then turn right and go down to the end of that building, enter the parking area and you will see signs to the Uber Zone, which is a few lanes on the left. Note the column letter and number (e.g. H-3) and text that to your driver so you can meet. Confirm his plate matches your records and give him your PIN so he can see where to take you (it is hidden for safety reasons until he accepts and picks you up). Please note that Uber limits you to a 100 rupee ($1.35) tip so if you want to tip more you should give that to your driver in rupees.
Left Luggage
You can store your bags at the building across from terminal 3 (from the ground floor go up one floor then walk across the bridge to the building across the street). In that building is the testing area and behind that sort of near the bathrooms is the luggage storage area. For a small bag (up to 7kg) the cost is 80 rupees for the first 2 hours then 20 rupees every hour after or 200/day. For a medium bag (7.1 to 20kg) 120 rupees for first 2hrs then 30 rupees every hour or 400/day. For a large bag 160 for first 2 hrs then 40 rupees every extra hour or 600/day.
COVID Testing
To get to the Covid Testing at Delhi airport, from the Terminal 3 ground floor(where taxis drop you off) go up one level. If you take the elevator, it is right where the walkway is. Take the walkway across the traffic lanes to the building across from Terminal 3 (parking is also located there). As soon as you cross the walkway you will see signs with information about testing.
The RT-PCR test is on the left side (I registered online but checked in at registration and they printed my tags and handed me the test to have administered just to the right of the registration). The cost is 300 rupees so just over $4 and I paid online but you can pay in person as well with case. It takes up to 6 hours to get the results (mine took 5) and they will email you when the results are ready. However, it takes another 30 or so minutes to get them printed…you have to walk over to the right side of the building and there is a table there where you can check in AFTER you have your results and they will request the results be sent to the printer. In the email is a PDF, but my Adobe PDF which has never before failed me was unable to read this PDF file correctly. The results section was blank. So the printout was very necessary for me.
The Rapid PCR is straight ahead when you enter the building and it is the one that most people were using. The cost is just under $40. Results are printed out at one of the gates (not sure which but there is a sign at the RT PCR place saying where).

It surprises me (I don't know why) that this airport looks so much like airports here. Maybe all airports in major cities look basically the same?
